TBH though the most perk skills are unlocked form perk stat pts rather than SPECIAL lvls.Ĭan be bypassed with food, armors, and drugs (at most i think you need is 10 but with the lowered weight from weapon handling at lvl 16, you only need at most 8 for a minigun or lvl 10 strength items).
Also luck for overall better crit chances and inc in perk skills. Guns and speech are affected more by charisma (for speech and barter skills as well as companion buffs) and agility (for VAT points).
